基于价值最大化的电网发展效益效率评价研究

摘要:

从社会、用户和运行价值3个方面构建电网价值创造体系,从战略结果层面和运行过程层面构建电网发展效率、效益指标体系。利用主客观相结合的方法对各项指标赋权,基于模糊综合评价法构建多评价主体情境下的电网效益效率评估模型,通过具体算例验证指标体系的合理性和有效性。结果表明,评价体系有助于综合考察电网价值主张的落实程度与具体价值的实现程度,为决策者战略制定提供有益参考。

Abstract:

This paper constructs the value creation system of power grid from the three aspects,such as society,users and operation value,constructing the efficiency index system and the development effectiveness of power grid from the strategic result level and the operation process level.The evaluation model under the condition of multiple evaluation subjects is constructed by combining subjective and objective methods to assign weights to indexes.Finally,the rationality and effectiveness of the index system are verified by a concrete example.The results show that the evaluation system is valuable to investigate the implementation degree of power grid value proposition and the realization degree of specific value.
