Abstract:

The energy structure transformation proposed in 13th 5-Year plan has been carried well in Northwest China.A series of policies has been proposed in order to facilitate the growth rate of renewable energies. However, since the geographical limits, the unbalanced source-load distribution is limiting the further development of renewable energies.Exploring the effective ways of renewable energy consumption has become the top priority task for governments.Xinjiang government has proposed an electrified Xinjiang project which aims to make the traditional fossil-fuel heating system be replaced by electrical heating system.By using this system, the abundant clean energies can be consumed, the wind/photovoltaic curtailment can be reduced, and the energy structure can be upgraded. This paper focuses on the electrical Urumqi project (which is a part of electrified Xinjiang project),analyzes some factors influencing its promotion and optimize its promotion plan using evolutional game theory. The results show greater profits can be achieved by this method without damaging the profits of other players if each player could make some compromise.

Key words: electric heating, new energy, evolutional game theory, average return
